Inclusive Solutions for a Climate-Ready Ashland
Our Ashland Climate Resiliency & Equity Initiative is a community-centered program designed to ensure that low-income, elderly, homeless, and vulnerable Ashland residents are included in our City’s response to the climate crisis.
Overview
As Ashland moves toward a zero-emissions future, we recognize that not all communities are equally equipped to access energy-efficient technologies, climate incentives, or resources that protect their health and homes.
This initiative bridges that gap—meeting people where they are with meaningful outreach, engagement, and support.
Why It Matters
Ashland is home to roughly 21,600 residents, with nearly 60% of households considered low- or low-to-moderate income, and 44% living in rental housing.
Climate change affects us all, but it disproportionately impacts those with the fewest resources. From exposure to wildfire smoke and extreme heat, to rising utility and transportation costs, vulnerable populations are at higher risk—and deserve targeted support in the transition to clean energy.
Our Mission

Goals of the Initiative
Ensure inclusive access to federal, state, and local climate programs
Improve health outcomes related to air quality and extreme temperatures
Support resilient housing upgrades for renters and low-income homeowners
Empower social service networks to connect clients with climate assistance
Drive a just transition to zero emissions by uplifting those most affected
Current Projects
Outreach & Relationship Building
We have hired a part-time outreach specialist with experience working with vulnerable populations. This team member will strengthen partnerships with local health and social service agencies, offer climate-related education, and build trust with underserved communities.
Listening & Needs Assessment
We are holding listening sessions and focus groups with community members to understand barriers and opportunities. Our findings will help guide tailored strategies, such as meaningful support and incentives for landlords to make rental homes safer, more efficient, and healthier; and advocating for earlier interventions to prevent renters from amassing unaffordable utility bill debt.
